| Responsibilities |
Manage the HYCO operations and plant facilities (HYCO plant, H2 filling center, related utilities) as Facility Manager.
Keep HYCO plant running safely and efficiently, in compliance with regulatory and company requirements. Satisfy all customers with products at design quality and quantity.
Manage, monitor, control and report operation costs and reliability.
Develop and lead people, develop their personal skills and competencies.
Responsibilities:
1. Monitor implementation of National safety code/regulations and GROUP safety standards to ensure safe operation. Lead GROUP objective of “zero accident” for the HYCO Plant.
2. Deliver quality and quantity of product required by Business. Implement and monitor quality program for products to customers and filling station. Maintain records and analyze operation as per Business requirements (reliability, quality, metering, etc.).
3. Keep good communication and cooperation with all of the customers. Keep good communication with parent companies.
4. Own the key operationg documents of the HYCO Plant. Validate and Monitor implementation of SOPs are periodically reviewed, updated as required and made available to users.
5. Make plant and process decisions. Supervise troubleshooting. Supervise Start-up and Shut-down of Hyco Plant.
6. Monitor and optimize the operating costs within authorized budget. Prepare Annual Budget for HYCO Plant operation. Authorize and control budget execution.Implement Productivity improvements and cost reduction schemes.
7. Establish clear delegation of authority to trained subordinates.
8. Ensure routine inspection and actions as per routine checklist are done and filed properly.
Prepare and implement monthly safety program and training.
9. Control safety and efficiency of plant maintenance through effective planning. Pre job analysis, work permitting, work request issue and execution. Validate CMMS work requests for HYCO Plant department.
10. Validate Preventative Maintenance Plan and ensure implementation.
11. Ensure good housekeeping on plant site and control room.
12. Do annual appraisal of all subordinates. Ensure updated training and re-training for all department personnel.
13. Approve Operator shift schedule, control overtime within authorized limits.
14. Approve leaves for department personnel within authorized limits.
15. Conduct weekly plant tour for housekeeping and equipment condition.
16. Supervise the daily production plan and raw material forecast.
17. Prepare end-of-month reports to GM and to parent company.
18.Assume position of Hyco incident commander in case of emergency as per ERP
19. Ensure that all applicable GROUP IMS requirements are implemented at HYCO Facility. Implement the MOC procedure for the HYCO Plant. Do RCA for all incidents and implement preventative action plan.
20. Report directly to General Manager and take corrective action when abnormal conditions exist.
21. Member of “GROUP Management Team”.
Computer application and English skill both in reading & speaking. |

Gas compression and expansion knowledge
Heat transfer knowledge
Knowledge of safety standards and regulations. Ability to conduct RCA investigations.
General knowledge of accounting, budgeting and cost control.
Working knowledge of gas supply contracts with customers
工作年限：
HYCO or chemical plant experienced at least 5 years.
B.S. degree or plus.
