Position Technical Support Manager

Responsibilities Purpose of the Job:1. To provide the leadership role for the Technical Support function in China.To ensure that the role is fully recognized by customers throughout China asthe technical authority in all matters concerning products, applications,processes and sales tools.2. To be responsible for the promotion and qualification of products andservices to COMAC.3. To develop technology roadmaps, strategy accounts and customersatisfaction goals; Maintain a watching brief on developments withincustomers and competitors’ organizations which may affect our futurebusiness.4. To ensure material selection for structural components of COMAC’sCR929 and C919 programs, you will identify, define and lead a local technicalteam by supporting the Chinese high performance composite market.5. To support R&T and S&M in the introduction and qualification of new productsand technologies to key customer programs. Also to be the technical authorityfor the aerospace market segment with technical aspects of applications andprocesses.Principle resources controlled:Local Department budget:$ XXK (to be confirmed later)Number of staff:X or more direct staff (Eng / Tech)In addition, provides support to China Aerospace Sales turnover, with selectivesupport to other customers.Principle accountabilities:1. To ensure that the company’s existing and future sales activities are fully supported, byproviding comprehensive technical support with product selection, problem solving and trouble shooting. This includes the formation of technical partnershipsand direct co-operation with new and existing customers for applications, materialintroduction and process support on a wide-ranging basis.2. Build and develop strong working relationships with all key Programs, engineeringand technical functions personnel in COMAC, i.e. Technical Functions,Engineering, Program Managers, COMAC Composite Center, COMAC Beijingincluding at a very Senior level;3. Acquire COMAC and competitors’ intelligence.4. Build a comprehensive COMAC strategy in liaisons with Sales andMarketing teams, particularly COMAC Key Account Manager.5. Identify the technical needs and challenges from COMAC and Lead the codevelopment process in order to meet customer’s requirements.6. Lead the technical exchanges at COMAC with the support of material,process, certification and qualification experts.7. Identify needed resources and follow up on varies tasks necessary for positioningon COMAC’s CR929, C919 primary structures i.e. composite fuselage,wings (if applicable), Central Wing box, HTP and VTP;8. Bring support in qualifying materials and developing sales for COMAC’sCR929, C919.9. In case of material selection for COMAC primary structure applications,identify needs (material and personnel) for establishing a local facility in China.10.To determine and monitor the professional standards for the Technical Supportdepartment in China.11.To develop China Technical Support department to ensure it becomes the clearreference point for customer enquiries on all technical aspects of thematerial range. To maintain a system which monitors, distributes and allows openaccess to the technical information.12.To generate user specifications and provide essential support to productmanagement and R & T departments for the development of new products.13.To take the lead in all technical issues identified by the Aerospace TechnicalSupport Manager for Europe, Americas or others world region.14.To develop and implement internal and external training courses covering allaspects of material range and processing capabilities. To continuallyevaluate the effectiveness of such training courses and ensure that there iscontinual improvement in the areas of product and application knowledge.15.To provide technical data and support for marketing communications activities,e.g. product data sheets, conference papers, technology manuals, and othersales support tools.16.Involved with China academic institutions such as SAMPE, local universities,Composite Institutes, testing laboratories, etc. Understand composite activitiesand support key technical programs, develop an effective network of contacts.Become the focal point to manage China key programs from COMAC, AECC,AVIC and any new projects which may occur.3 ificaKey competencies:Planning, organization and controllingThe job holder is responsible for calculating and maintaining control of anexpenditure budget for the local department under his/her direct control and foragreeing it with the Aerospace Technical Support Manager Europe or Americas orothers World region. Additionally, the job holder will assist others in the marketinggroup to formulate budgets for specific projects, such as product introduction andqualification programs.The job holder is the focal point at the company for COMAC programs.The job holder is the direct interface with the R & T departments on matters of userspecification, product trials and new product introduction.The job holder controls a local direct reporting team, to which he/she allocatesprojects according to the specific knowledge and competencies of the group.He / She will also call on the technical support network further afield for assistancewith specific tasks. Organizing the group activities requires close liaison with theoverseas local group management, the generation of a working strategy for thedepartment and individuals, plus continual monitoring and adjustments to suit therequirements of a growing business.The day-to-day management of the workload of key projects, visit planning.The job holder must self-motivate and maintain the loyalty. He/she must also beable to influence and command the working and personal respect from customers,colleagues within the marketing department and other areas within the company.Performance measurement is achieved by:• Monitoring the targets set for completion of key internal and external projects.• The successful introduction and qualification new products and processes toselected programs at COMAC/AECC/AVIC.• Relationships and confidence built up though practical involvement with COMACand other key customers and colleagues throughout the company.Contact with others:The manager is expected to maintain regular (daily, weekly or monthly asappropriate) and effective contact with the following:• With the Aerospace Technical Support Manager Europe, Americas or Other worldregion to review key projects and discuss future requirements.•
Requirements With individual product
managers to review particular programs. ProductManagers often sponsor
programs, which are run by the job holder’s department,and meetings are
required to decide project requirements and budgets.• The R & T
group managers to review application requirements and open projectwork.•
With the Communications Manager to provide technical input and advice
formarketing communications projects, including technical data sheets
andmarketing literature.• Contact with all other functional departments
within the company to maintainrelationships on technical and new
material programs.• Review /action meetings with COMAC and other key
customers where the directaction responsibility is taken by the job
holder.• Area sales managers and internal department to review any
progress trainingsupport needs.Major challenge of the job:• The
department exists on a high level of very wide technical knowledge
andexperience. A major challenge is to ensure that these skills are
continuallyimproved, and the functions of the department are fully
developed. This includeskeeping up to date with new and developing
production processes andtechnologies also maintaining close contacts
with R & T for new and developingproducts.• Support on qualifying
products in key customer programs• Provide world-class on-site technical
service to support OEMs in China• Provide world-class program
management at COMACKnowledge, Skill and Experience required:The job
holder must be self-motivated, with strong leadership, inter-personal
andcommunication skills; Excellent negotiation and listening skills. He
must also be ableto influence customers and the company staff on a wide
variety of issues.The job holder is responsible for the supply of
information, data and support on thefull the company product range,
associated processes and technologies. A thoroughunderstanding of
material applications and process parameters is
thereforeessential.Effective team working, communication & project
management skills are required.The preferred candidate has a mature
approach, with a minimum of 10 yearsexperience in composite material
applications where he/she will have held a senior position within a
marketing or technical department. A technical background, at a degree
or similar level, from an engineering, science or chemical discipline is
essential.It is preferred (but not essential) that the jobholder will
have experience in aircraftdesign, the company Composite’s range of
materials, and the manner in which they are processed.Willingness to
travel extensively in China and abroad.Decision making authority:•
Authorizes expenditure within the department budget.• Organizes
technical programs for internal use and for external customers,including
the use of external technical agencies and key customer contacts.• Is
empowered to authorize lab trials for material applications and
processingevaluation.• Authorizes and approves the completion of user
spections.
