Position EHS Engineer

Responsibilities SUMMARY




This position is responsible for administrative and operational regulatory compliance activities to assure compliance with applicable environmental, health, and safety regulations.





Overview


This position must posses a strong working knowledge of local, provincial, and federal environmental, health, and safety regulations and compliance programs. The candidate must possess the ability to communicate effectively with all levels of the organization the requirements of meeting and exceeding these standards within the JLG Business Units.


Reports directly to the Director of Operations and keeps the manager and the corresponding North America-based EH&S managers abreast of any and all situations relating to environmental, safety and the well being of facility employees.


Develop effective communications and a positive working relationship with facility employees, supervision, and the support groups to assure positive teamwork toward safety and environmental goals and objectives. Strive for continuous improvement in all functions and capacities. Effectively communicate company environmental, safety & health objectives. Minimize the number and severity of in-plant accidents and injuries and ensure compliance with safety and environmental regulations.




ESSENTIAL FUNCTIONS




Safety Management


Ensure continued compliance and enforcement of Company, local, provincial, and federal health and safety regulations;


Develop, implement and administer safety training for all employees on a scheduled basis;


Evaluate safety performance and establish current and future loss control strategies to prevent similar incidents;


Implement accident prevention methods in accordance to company policy;


Investigate and report on all incidents and accidents regarding safety through utilization of the on-line injury management system (Applications International Company);


Evaluate, develop and implement safety programs that foster a safe, accident-free workplace.


Shared accountability with Human Resources for health services related activities, return-to-work and workers’ compensation claims management;


Conduct routine physical safety audits of the Tianjin facility to pinpoint unsafe working conditions, behaviors and practices and develop sound recommendations for corrections;


Establish and adhere to a formal follow-up method with manufacturing departments on successful closure of findings and recommendations;


Assist and lead completion of all audits and findings; EHS visual workplace coordinated to 6S implementation


Conduct ergonomic, personnel, protective equipment, and machine guarding job assessments;


Interface with the various safety and emergency response committees within the facility;


Facilitate industrial hygiene monitoring.




Environmental Management


Manage projects related, but not limited to:


air permitting and compliance;


wastewater treatment;


storm water management;


hazardous and non-hazardous waste management; and,


soil and groundwater investigations.


Interpret applicable current and proposed local, provincial, federal and international environmental laws and regulations as they relate to the Tianjin manufacturing activities and processes, and identify applicable requirements;


Develop, maintain, and conduct environmental awareness employee training programs to ensure that JLG’s employees whose activities are affected by environmental laws and regulations understand how their activities impact the company’s compliance status;


Review capital projects and major process changes to ensure that the changes appropriately address all applicable environmental aspects;


Review and/or prepare various environmental reports as required by local, provincial and federal agencies, ensuring such reports are accurate and submitted in a timely manner;


Work on other projects as necessary in order to reduce environmental related risk, liability, and cost to the Company while following applicable laws and regulations


Participate or lead other special projects or assignments.
Requirements Education/Experience/Measurable Requirements


· Bachelor’s degree or equivalent in a related field and 3 to 5 years of experience in safety & environmental related function. National registered Safety Engineer is preferable.


· Excellent Mandarin Chinese and English oral and written skills including the ability to compose original correspondence and communicate effectively.


· Familiarity with Chinese environmental, health, and safety regulations and compliance therewith (i.e. Material Safety Data Sheets, and Hazardous Waste, Lockout/Tagout, General Operations Permit, etc.)


· Knowledge in international EH&S principles such as OHSAS 18001 and/or ISO14001 management systems will be of benefit.


· Willingness to stay current with regulatory requirements and obtain needed education to meet position requirements.


· Must have the ability to handle confidential information regarding the company and employees and maintain the confidentiality in a professional manner.
