Responsibilities |
Purpose of the position To manage the Total Materials Management of customer Gas, Chemical & Quartz Products along with Onsite Management of Services at Customer site and direct critical umbilical link to BOC Ireland Centre of Excellence (CoE Ireland), meeting and exceeding agreed SLA.
Principal responsibilities 1.0 To ensure appropriate Gas and Chemical stocks availability to Dalian semiconductor Fab at all times 2.0 Key Performance areas: 2.1 Ensure all site activities are operated under strict Safety Guidelines as indicated by LLH or Customer. 2.2 Flex Operating Model to support customer expectations in terms of operating model and ensure financial model achieves P&L objectives for LLH & The Linde Group year on year. 2.3 Responsible for all financial invoices to customer to include all costs and agreed margin. 2.4 Target and aggressively drive CIP (Continuous Improvement Program) for all functional areas of TMM (Freight/Warehousing & MOS Services) that meets both customer and company objectives. 2.5 Ensure delivery of stock on-time through close monitoring and communication with Centre of Excellence (Ireland). 2.6 Management & ownership to maintain 2-3 months stock in China. 2.7 Manage local logistics partner and collaborate with Centre of Excellence to agreed Scope of Work. 2.8 Negotiate changes with local logistics partner if required. 2.9 Monitor and report stock position and business reports. 2.10 Meet customer representatives daily/weekly to review forecasts, stocks and any Zero Bins/ below minimum IPN's as required. 2.11 Communicate with CoE team daily/ weekly to provide feedback on the customer's review on forecasts, stocks and any Zero Bins/ below min. IPN. 2.12 Manage 'local' suppliers in conjunction with Dalian Semiconductor Fab. 2.13 Manage system requirements including maintaining data on Semisourcing to ensure smooth operations. 2.14 Manage variance resolution between parties 2.15 Management of all urgent orders acting as SPOC (Site Point of Contact) 2.16 Review CSI's on predetermined basis 2.17 Manage all post mortems for TMM incidents with customer 2.18 Support management of any SCARs/ Incidents 2.19 Manage the TMM policies and procedures with the Onsite Operation Team Lead. 2.20 Manage the SHEQ program with assistance from Global Electronics team and LLH 2.21 Maintain Risk register and ensure mitigation plans are in place 3.0 Business Continuity Plan 3.1 Owns the business continuity plan 3.2 Responsible for preparation of business continuity plan, conduct reviews of the plan and obtain approvals from both Customer and internal stakeholders for implementation. 3.3 Responsible for updating the business continuity plan (BCP) to demonstrate an overview of how LLH will support Customer-related business in the event of an unforeseen disaster or mishap. 3.4 Responsible for collaborating with Centre of Excellence (Ireland) to ensure that the BCP supports not only local onsite services but as well as CoE. 3.5 Responsible for scheduling and conducting "table-top" exercise to ensure that all personnel are trained and prepared to adopt workflows listed in the BCP. 4.0 Audit 4.1 To provide support for internal and external audit programs (this includes Customer audits, and any other audit program). 4.2 To provide the necessary resource to ensure that all audit findings are addressed and closed out by the required time frame. 4.3 Participate in audit where required 4.4 Owns the audit program 5.0 External Contacts 5.1 Single Point of Contact with Customer on delivery, forecasting, replenishment ordering and inventory management. 5.2 Single point of contact with Major Global Customer on all aspects within the Linde Group Companies business. 5.3 Managing day to day activity at onsite warehouse 5.4 Overview relationship with material suppliers 5.5 Management and negotiation with local supplier/ partner on all elements of the Logistical execution of shipment to and from Customer Dalian 5.6 Chair weekly operation meeting with all TMM parties, APCI and Dalian semiconductor fab. 6.0 Internal Contacts 6.1 Local Dalian TMM team 6.2 Freight & Planning Centre of Excellence (Ireland) team 6.3 LLH Operations team 6.4 Global Electronics team (BAE) 7.0 Administration 7.1 Ensures all required reports procedures, work instructions, risk assessments, and method statements are in place, updated and available to personnel. 7.2 Ensures all legislative documentation and any required licences and permits are updated and in place and that ISO standards are in place (where required). 7.3 Ensure the supply chain is efficient & continuous (100% contingency) 7.4 Delegate’s responsibility for all ‘day-to-day’ paperwork and administration. 7.5 Perform annual personal appraisals, create employee development & training schedule and update all master copy and individual training record documentation
8.0 Communications between customer / Linde 8.1 Responsibility for communicating: - Accidents / incidents / improvements plans. - Cylinder problems / delivery problems. - Gas and Chemical forecast usage issues / stock levels. 8.2 Chemical/ Gas consumption & ordering process meetings 8.3 Manage chemical and gas logistics & storage, delivery to site - Attends regular customer meetings, work on follow-up actions to achieve customer objectives and promote improved relationships. 8.4 Interact with customer and Linde group companies relating to additional TMM services & scope 9.0 General 9.1 Responsible for the Health, Safety & Welfare of those under his / her control, attend and organise safety meetings, arrange internal audits and assist with customer audits. 9.2 Interface with LLH HR group regarding team issues, training etc to ensure staff satisfaction. 9.3 Responsible for on-site visitors / vendors. Chemical & gas suppliers, including special visitors to customer site. 9.4 Leads plant emergency situations and investigations into incidents and plant gas or chemical supply problems. 9.5 Develop continuous improvement plans for the service.
10.0 Key Duties (Advanced) 10.1 Budgetary Control 10.1.1 Responsible for preparing annual budgets for all areas of TMM & associated equipment 10.1.2 Controls and reviews budget at various periods (quarterly) and inform LLH management of potential issues. 10.1.3 Highlights and authorises any maintenance expenditure and personnel expenses. 10.1.4 Manages all gases and chemical supplies to optimise costs & prevent unnecessary expenditure. 10.2 Planned plant shutdown work 10.2.1 Delegates plans & preparation for shutdown and keep customer fully informed 10.2.2 Confirms shutdown work is conducted safely and on schedule. 10.3 CQC (Continuous quality control) 10.3.1 Responsible for total gas and chemical supply quality 10.3.2 equipment calibrations & repeatability 10.3.3 Guarantees continuous supply.
11.0 Duties (Added Value Activities) 11.1 Freight, Planning and Logistics processes 11.1.1 Specialist knowledge on international shipping and local shipping regulation 11.1.2 Knowledge of local customs and terrain 11.1.3 Specialist knowledge of supply chain planning and execution 11.2 Knowledge of customers process 11.2.1 Device manufacture. 11.2.2 Share continuous improvement advancements. 11.2.3 Share gas and chemical technology advancements, TMM advancements and best practices from CoE 11.2.4 Share & present LLH & The Linde Group capabilities & Linde innovations & upgrades within the industry 11.3 Gas and Chemical distribution systems 11.3.1 Specialist knowledge and familiarity with systems. 11.3.2 Customer consultancy on performance. 11.3.3 Continuous improvement suggestion to improve performance or costs. 11.4 Optimisation 11.4.1 Supply chain and onsite inventory management. 11.4.2 Manning levels of TMM for future expansion. 11.4.3 Ensure Linde ESG options are presented to customer in a pre-defined manner |

Required key skills (functional/technical) - Good communicator – Strong written and verbal English skills and Mandarin - Knowledge of large integrated organisation - Good technical background and man management skills - Good interpersonal skills and previous experience in communicating to customer senior management - Enthusiasm and proven stamina that have demonstrated leadership skills - Must be totally customer focussed. Responds quickly and effectively to customer requests and issues. - Previous experience in controlling and directing a large team of supervisors, technicians. - Gas & chemical properties & chemical analysis characteristics - Good knowledge of supply chain management - Management and ownership of Profit and Loss Account and Inventory Required qualifications/experience - 3-5 years in semiconductor manufacturing industry - 5+ years experience in Supply chain planning and operations management, including supervision of line staff - Business or Technical Degree - Experience with customer relationships and negotiation skills - Advance Level in English (Verbal and Written) |
