Responsibilities |
The Manager of Human Resources is responsible for the design, implementation, management and evaluation of key initiatives, functions and programs associated with the employee training, payroll, compensation, benefits, HR information systems, Safety / Environments, Visa Management, HR policies, and Business & Personnel Management. Responsible for the set-up and implementation of all aspects of an HR system of a newly reorganized manufacturing operation. Manage the recruitment process and assist in selection of management, technical, and operating personnel. Build a management team and plant infrastructure. Fluency in Mandarin - Chinese & English required.
Training Develop and implement employee training programs. Assure compliance with ISO and government mandated requirements.
Payroll Responsible for ensuring full compliance with all payroll laws. Responsible tor ensure a training and development curriculum is maintained for all members of the payroll team. Interface with OSI on escalated HR payroll issues. Partner with the Finance organization to ensure seamless end-to-end payroll process Maintain and enhance all payroll processes through a structured continuous improvement program
Compensation Responsible for design and implementation of any applicable incentive programs. Provide management and periodic review of compensation program. Recommend and implement changes to compensation programs to reflect the needs of SBS and managers. Facilitate communication of compensation plans to employees.
Benefits Provide management and periodic review of benefits programs. Recommend and implement changes in benefits programs to reflect the needs of employees. Facilitate annual open enrollment process.
HR Information Systems (HRIS) Define, implement and maintain HR systems strategy and support for HRSC and other internal areas as needed. Facilitate reporting requests for HR information. Provide management and periodic review of current HR systems.
Safety Environmental
Develop and implement a safety program consistent with OSI policies Compliant with government requirements
Visa Program Management Implement and enforce policies and practices as it relates to new hires and transfers requiring Visa eligiblity. Responsible for the localization of short term and long term delegates. Responsible for interface with the OSI HR Department to finalize short term and long term delegate contracts. HR Policy, Forms, Process Enhancements Responsible for design and development of an HR Policy Manual, Employee Handbook and Code of Conduct. Improve and revise human resources forms. Continous review and revision of Human Resources transactional processes to fit business needs. HRIS liason for policy and legal assistance and guidance.
Business & Personnel Management Participate in annual HR planning and budget exercise. Staff the Operation functions as required by the business needs. Define and implement strategic HR initiatives as determined by OSI management. Administer the increase and decrease in workforce as required. |
Requirements |
Bachelors degree in Management, Human Resources or Business Administration. Masters degree in Management, Human Resources or Business Administration (or equivalent experience) preferre 8-10 years of compensation, benefits and HRIS experience in a technology industry 5-8 years professional experience in a fast paced, change-oriented environment 5 years progressively responsible HR management experience Proven experience building and running a successful HR Operations organization Comfortable working with all levels of management Fluent in Mandarin Chinese and English - Required Extreme customer service orientation Demonstrated process mapping and improvement skills Ability to think and act at both strategic and tactical levels Results orientation Strong relationship building skills Highly developed analytical skills Project management skills Excellent verbal and written communications Highly developed consultation and interpersonal skills Excellent planning and execution skills Team player |
